Fred's advice/experience is excellent.
I'd like to add that bad grounds could be caused by rust/corrosion and could be caused by too-good a paint job. The screws have to touch clean/conductive metal (giving continuity to an electrical "ground" -- ultimately to the frame/battery-ground cable).
