There is a one way clutch in the starter drive. Yours is obviously slipping. It's there to keep the starter armature from overspeeding before you can release the pedal when the engine starts. Your drive gear is slipping in both directions. Change the drive gear assembly and you should be good to go.

Isn't a 40 foot starter a little too big for the engine compartment?
