I have taken the advice of Jerry and checked the voltage at the battery while cranking. There was hardly a drop at all. I suspect that the brushes are not making contact. The whole starter is a bit of an unknown so I'm sending it over to a good local shop that specializes in repair/refurbish of starters and generators. I'll report back with the findings.
