The measurement is to the top of the float body. Needles and seats can look great and still malfunction. Also when the pressure changes with a new pump, it sometimes requires a tweak of the float adjustment. Sometimes the new float height is slightly different than the that in the manual. Leaking down the pump arm means that the level in the float chamber is above where it should be.
