I took a look at your vise/tool stand. I have found that it will be less "tippy" if you turn the wheel upside down. The back spacing of the wheel lowers the pivot point of the post. Your 50 pound weight will really do the trick.

The back side of the wheel is very rusty, so I put the nicer side up. The wheel offset is almost zero.
