The beat up part you are referring to is called the rear cross sill. I spent lots of hours smoothing mine and then when I held the roll pan up to it all my work would be covered over so I blew that off. The roll pan is welded on to the sill behind the tailgate hinge and completly hides the original pc. If you're intending on a roll pan don't spend too much time on the sill as it will be hidden. If your's is really mangled a repop pc. is probably cheaper than the time spent repairing it.
