Yes, the bell/ball cover should be moved back as far as it can go over the torque-tube, in order to move the disconnected u-joint assembly backwards, out of the way.
Here is the universal joint ball/bell/cover adjustment procedure.You will have to thoroughly clean the outside of the torque-tube behind the ball/bell/cover.
And, you will need to clean/deburr the outside of the ball/bell/cover so it can move/rotate while retaining a seal.
