I used an old dinner fork to gently, very ---gently ---pry the needle off, when I rebuilt Sparky's speedo. I read about that tip somewhere, but don't recall where. The speedo was on the workbench at the time, so that method may or may not work otherwise.

I apparently misunderstood the OP's description of the problem. It appears the needle not resting at zero from the rebuilder, must not have have recognized before shipping and installation?
