The assembly is different also. On the earlier style (like the late 49 COE) You push the liner in through the opening and stop when it passes the hinge. Then put the metal band in. The screws go through the the band and cardboard (holes should line up) and screw into the flange of the dash.
On the newer (51 COE) You push the liner all the way through (or bring it up from the back)and then fit it outside the flanges. The washer head screws drop through the holes in metal and through the holes in the cardboard and into individual sheetmetal nuts.
