It sounds to me like you have more than one issue going on at the same time.
When you open the petcock, all of the fuel should pour out of the tank. You say that on one test, "nothing at all came out and now the petcock has a small drip."
You have crud in the tank. It may be moving around causing intermittent fuel delivery stoppage.
Until you address that issue, you cannot diagnose anything else.
