Foot-operated dimmer switches live in a very hostile environment due to rain, road dirt and salt getting splashed onto them continuously and they are prone to develop open circuits- - - - -no lights- - - -and shorts- - - -circuit breaker trips- - - -no lights. Either way, you're flying blind until you tap the switch and hopefully clear the open or short. Regardless of the cause, you're still likely to be just as dead either way if you happen to be on a dangerous stretch of road.
