Okay, so the rheostat is used to cycle the cut-out relay by reducing the voltage to below the cutout limit? Cycling of the generator sounds much like rebooting a computer. Thanks for the clarification as manuals often say to perform a procedure but they do not always explain "why".

I will keep an eye on the battery voltage for a while when the engine is running.
