Federal. I don't have a link, but I do work in the tire industry, and have scrapped plenty of brand new tires that hit that 6 year old mark because it wasn't legal to sell them. There's even a specific procedure for it involving cutting tw0 1/2" diameter holes in the sidewall over the serial number to make the tires no longer serviceable. Same rules apply for used tires.
