I found a pinstriping tool at a swapmeet. You mount the wheel on your workbench with a post in the center, and via an arm, attach a painting tool to it, and after it is perfectly centered and level, and a LOT of practice, you get a really nice circle. It even does the tough one in the recess of the rim where the valve of the tube comes out. And I used just regular paint, as I could not find cream medium in the "one-shot" cans.
The only question is, how wide were the stripes originally, and what was their location? I located an absolute original rim with original stripes, and took careful measurements and used those to do my rims. But since the originals were hand painted, I imagine each wheel would be somewhat "unique" and the measurements vary.
