It sounds like you're seeing the results of a mechanic with a vast amount of self-confidence, and half-vast methods! You need to change all the rod bolts, all the main bearing bolts, and plastigauge everything on reassembly.

I'd also do a complete teardown on the heads and see if they're as messed up as the rest of the engine.
