keep some penetrating oil on them.
If not concerned about the paint some heat on the wheel at the hub might help. However be cautions and might want to remove the tire if you're putting serious heat on it.


An air hammer might help to hammer/shake the wheel at the flange with hopes of getting some initial movement.
