With the engine off, shift it into 3rd (normally, don't force it)
Then crawl under and push the shift arm on the trans further into gear. If it moves, linkage isn't doing the job.
Look for oval holes, worn rods, or shifting box problems.
Other possibility is that the shifting fork is worn half through.
