Just an idea. Permatex makes a Thread repair kit that involves an epoxy and a releas agent. What about useing this to recreate the splines? Just an idea.

You didn't say what year truck you have and how the window crank is secured (srew or clip).

Here is another idea. When I sold autoparts many years ago we used to have what a called lead strips. These were for battery terminal that had been worn to large to make good contact to the battery terminal. I guess a better name would be a shim. Any ways, grind the shaft down to a square or hex and line the crank with shim material and secure. If the regulator and window are working properly it should work.
