Don't know the accessability of the area, but if you carefully hand sand the flanges with a medium emery cloth on a flat block, when most of the paint and rust are removed and you are seeing bare metal, the witness marks of the spot welds will become visible. They may be faint, but a pattern will emerge because they will retain some paint/rust.
