I just tightened them down by feel. I've been doing this awhile. Maybe there is a torque spec in the shop manual? Not sure. There would be no oil on the threads if you do a proper seal since the threads come up on the outside of the block, but if you are worried about it, there is no reason you can't slobber some sealer on them.
