There is a special wrench that surrounds the outer nut and locks against the wheel which allows you to tighten the inner nut. Any NAPA store should have one. This usually breaks the bond loose between the nuts and allows the outer nut to be removed. It's much easier with a 1" drive impact wrench- - - -hand cranking big lug nuts is a PITA!
