Do you mean 'will the metal under weld through primer rust if it gets wet' ?
Yes; (skipping over all the variables of corrosion prevention) it can rust both before and after welding.
Weld through primers need to be top coated to seal or provide a barrier for the metal under it. Never leave weld through primer exposed to the elements thinking it will be rust-proof.
