That's why most updraft carbs have a small hole drilled in the air horn or maybe in the rubber elbow that connects to the air cleaner. It keeps gas from a flooding situation from filling up the intake manifold. Flooding from debris in the fuel is a very common occurrence on an updraft, particularly on tractors, etc. Some of them have a porous bronze plug staked into the air horn to serve as a drain.
