The ORIGINAL carb would have been Rochester 7015013.

The tag is PROBABLY missing because at some time in the carburetor's history, it was rebuilt by a commercial rebuilder.

The commercial rebuilders group MANY DIFFERENT CARBURETORS TOGETHER under one number (whether they should be or not); and DESTROY the tag so an informed customer does not realize they are getting the WRONG carburetor.

Using the number for the original carb to obtain a kit for a non-numbered carb is risky.
