Lisa, with the door shut and the handle pushed forward the door should be locked. (Handle should be pointed down so you pull aft to open it.) With the door open it won't go into lock position.

The inside lock on the passenger door works the same way. The outside lock is a separate mechanism and blocks the button from being pushed.
