First thing I'd do would be to take the fan belt OFF. No noise then it is for sure the the belt, water pump, or generator. If noise is there with belt off then something with the dampner, timing cover, seal, is amiss. Try next size wider belt to see if pulleys are worn as belt must contact sides of groove, not the bottom. I wouldn't run a too wide belt but fine for testing.
