I know that somewhere I have run across an article on making a spare tire fender. I believe it was in the Tech tips section on this very site. Basically, they made a crdboard templat ant traced oval onto fender, cut it out and inverted removed piece and welded into place for proper concave section to clear spare. Don't know if it works but I read it in awe!
