It's good to find another Utah member here.
You can remove surface rust by applying navel jelly and scrubbing it with either a small wire brush or a scotchbrite type pad.
SEM makes two good rust converters if you choose to go that way they are "Rust seal" and "Rust mort" I have used rust mort on hard to reach areas and it seems to work well.
