I won't comment on what to treat those pits with, but will offer the suggestion that you take a very good look at the other side of the steel in question. Those "pits" could be in reality tubes through or nearly so to the other side and if you don't get that side locked down any work on the outside will become blisters shortly. Ask me and half the guys on here how we know. ;^)
