all the best panel truck bedwood I've seen has been soaked w/ oil/grease - that's why they're still good!
I'd sand the heck outta it and seal it w/ whatever will stick [might not, cuz of previous petro oil], then put the skid strips back on and paint it however you'd like - think it was body color originally
