Looks to be a grain truck. Does it have a chute/door that opens at the rear of the bed? Wood bed floor? Sides and rear lift off? If the bed and tires aren't rotted out, and runs as you say, that would be a fair price in my area. The big bolt folks can give you tips on fixing the rear brakes, (removing axles and drums, etc.).
