With the drilled head bolt removed, I would remove the 1/8" pipe plug on the passenger side in the center of the head. I would then run a rod through this passage, which goes over to the bottom of the port the rocker connector fits into. Or blow backwards with air in the port in the head where the rocker connecter attaches. It sounds like this could be plugged.
