Yep, either stuck brake shoe, bad outside axle bearing or bad bearing race. I wouldn't drive it again until you pull that drum and see what's up. Takes 2 minutes to get the drum off. If the shoes look like they're retracted, try moving the axle up and down. If it moves you've got a bad bearing or race - been there, done that.
