Matt,

First welcome to Stovebolt! A lot of GREAT people with A BUNCH of GOOD information! No stupid questions....just dumb looks. On those pesky front wheel dust caps, I would spray them down with a rust penetrate like PB Blaster and let set overnight.....or at least for a couple of hours. Then get a pair of channel lock pliers and wiggle them back and forth from side to side and they should come loose.
