Black epoxy and then black urethane over that. But I will tell you that the best way is to do all this with an vinyl wash etching primer first. You do it all over sandblasted metal adn you don't have to sand any of them. Just wait the flash time on the tech sheet and do one after another, the whole job takes about three hours.
