Usually the thing to do is to remove everything...and I do mean "everything" having to do with the entire emergency Brake System.
Clean it all well by various means, Draino, Solvents, Wire Brushes...and so the Cables slide nicely in the now perfectly clean and no kinks Shrouds. Inspect for damage or injury and repair or replace as needed...lube everything really well, and put it all back on.
Then you are good for a long time, and it will work properly and be a joy.
That is what I did on my 1960 P-20 Step Van, and it is so nice now to be able to use the functional and well adjusted Parking Brake if I want...it works great now. It puts a smile on my face every time!
And then too, for doing this, one understands the whole Emergency Brake or Parking Brake system from Stem to Stern...one has the Mental Model of it in one's Head from then on...no more mysteries about any of it.
