I'm not very experienced on this type of repair, in fact that cowl was my first weld repair.
A coworker gave me some advise. He said to cut out as little original metal as possible. Of course you have to cut back to good metal to weld to.
So on the inner and outer I just cut the bottoms out.
...pic... Those cowl bottoms rust out. Many of us have done that repair. Good to find out that patch panel has the lever cut out now.
