No - that filter head is for a full-flow filter. The 1958-63 261 engine in the first GM engine with a factory full-flow filtering capability.
A 216 would be normally/originally plumbed for an optional by-pass filter.
However, Jim Carter sells a
by-pass filter-head that uses a spin-on filter.
