There is a group related to our local waste disposal & recycling company which will come to your house and pick up materials such as used cleaning solvents. This is assuming you follow their rules on how to package it, label it, etc.

I called and told them I have a 3 gallon can of very old and dirty cleaning solvent that I got from NAPA Auto years ago to clean car parts. We arranged a date for them to pick up. Placed the can in the large plastic bag, well labeled and that was it.

So, I suggest to those who have a similar situation, to go online and investigate if they might have an agency locally who will do this.
