@3B, As far as I can tell the vacuum booster is fine. The casing is in great shape too. I put a vacuum gauge on it and it was where it should be. The rusted parts I was referring to was the vacuum plate that attaches to the axle tube and holds all of the components. I will be needing to completely rebuild the rear brakes from the plate to the shoes, springs, cylinders, lines and hoses. Everything must go!
