Is the oil leaking out below the rocker shaft on the number one rocker? Excess wear of the rocker and shaft can cause oil to leak out there before making it up to the top hole. If it were mine, I would take it apart and look for excess slop/galling between the rockers and shaft. If nothing is out of the norm, I would reassemble and run it, and try to keep the RPMs under 6,000 (just kidding, but you get the gist). You have some oil coming out of the hole so you should be just fine.
