One working brake shoe would probably not have enough stopping force to lock up a wheel. If there is any doubt at all about the proper operation of the brake, either rebuild or replace the wheel cylinder(s) and brake shoes, plus springs and hardware. Trying to do a partial brake job is sort of like drawing to an inside straight in a high-stakes poker game. Good brake work is pretty cheap life insurance.

I just spent a little over $250.00 on parts alone, rebuilding the front brakes on a 92 Dodge Dakota, and I don't regret it at all. I won't be hiring a lawyer to defend me from a multi-million dollar lawsuit if a kid runs in front of me while chasing a ball.
