maybe you need to be starting with straighter metal - the object of the first epoxy coat is to seal the metal, you don't want any breaks in that, the object of the sanding/high fill primer is so there's something to sand to avoid going into the epoxy, which isn't really intended for sanding except any necessary scuff after the recoat limit ... just my 2¢
