The problems seams are where the top outside panel joins the windshield frams and cowl joins the fire wall. Both are lap, or one piece of metal laying over another and then both are spot welded together. Rust in question is coming from between the 2 pieces of metal. I have some of the rust stop chemicals from Eastwood. Short of cutting spot welds to get at rust, are chemicals seems like the best solution?
