Can't help in MN but like Bill said you need to get your info from the folks you'll be dealing with, your state's licensing entity. I personally don't trust hearsay, even the SEMA links Joe posted because laws can change quickly and web pages like those can be out of date. In Kansas your licensing costs would likely be less than $200 not counting any sales taxes. The costs for phone calls, postage and fuel for hauling the truck for inspection would add a bit.
