Yes, and yes. There will be specifications for minimum ring end gap, but the maximum gap can be much larger without a problem. The clearance between the ring and the piston is pretty critical, as worn ring lands will allow the rings to flop up and down and possibly break. Specifications for both ring gap and groove clearance will be in any good service manual.
