No electricity involved if it's got the vacuum wipers. Most likely, either the hose is bad/kinked/blocked off or the motor might be simply jamed due to the grease inside being hardened up. They can be rebuilt, but I would say for the sake of reliability, change over to electric. Vacuum wipers are fine at idle or relatively low rpm, when the vacuum is highest, but as soon as the throttle opens up, well, the wipers will quit on you! Not good in the rain.
