I've never used the cloth wire loom, but the stuff we use at work is just like it ( just made of plastic). It acts like a chinese finger trap, the more you pull the loom the tighter it gets.
If you push the loom over the wire it seem to work better than trying to pull the wire through the loom. If it gets tight try compressing the loom together, it should expand and allow the wire to move freely.
