235 is the section width. The height is determined be the aspect ratio (75%) and the wheel diameter. Inflation pressure also comes into play for installed height. The 215/75/15 will be shorter and narrower than the 235/75/15. As far as speed loss, without actually doing the math, I would say no more than 5 mph difference.
