Old shade tree mechanic's trick- - - - -bolt several feet of heavy chain to a couple of the lug studs or the bolt holes where the axle shaft attaches, back off a few feet, and give the chain a good whiplash motion. The drum, the outer bearing, and whatever remains of the inner will get yanked off the load tube. It might be a good idea to put a piece of plywood or something else softer then the concrete floor down under the hub to keep the drum or the floor from getting damaged. I've pulled hubs off that way many times out on the side of the road when a fancy puller was 50 miles away back at the shop!
